MEMO TO: Mounds View City Counc FROM: Bruce K. Anderson, Di Parks, Recreation and DATE: March 20, 1985 RE: Greenfield Park The Mounds View Parks and Recreation Commission held a special meeting on Thursday, March 14, 1985 to review the Greenfield Park design specifications and final concept plans. As you are aware, the City has received a grant for $175,000 for the Phase I devel- opment of Greenfield Park, and staff has, for the past three months, been immersed in the planning and development of the bid specifications. Attached you will find a copy of the current construction cost estimate which projects the total project to be $147,510. This figure does not include the $18,000 for engineering and consul- tant fees which would bring the project cost up to $165,000. In addition, the one other item that is not included in the prelim- inary cost estimates is the materials for the construction of two pole bridges to cross judicial ditch number one once the trail development is completed, which are estimated to be $3,500- $4,000 each. Final figures show a preliminary cost estimate of approximately $170,000, which based on a 5 percent contingency, will place us very close to the final $175,000 grant figure. The Park and Recreation Commission voted unanimously to recommend that the City Council establish a bid opening date of April 17, 1985 with formal bids to be awarded by the City Council on April 22, 1985. Based on this time line, we are envisioning an eight week construction time frame, or a mid -summer project completion. Staff will be making a brief presentation of the final concept plans for Greenfield Park as well as reviewing the bid specifica- tions at Monday evenings council meeting. RECOMMENDATION: To approve advertising for a 10:30 a.m., April 17, 1985 bid opening for Phase I construction of Greenfield Park consisting of approximately 41230 feet of bituminous and lime- stone trail construction, a baseball field, a bituminous entrance road and parking lot, twin tennis courts, storm sewer extension, culvert installation, and tennis court lighting.
