MEMO TO: Clerk -Administrator and City Council <br />FROM: Director of Public Works/Community Developmenii <br />DATE: March 25, 1985 <br />SUBJECT: USE OF JOHN JOHNSON'S SERVICES <br />This memo is in response to Clerk -Administrator Pauley's request <br />for a policy statement• on the use of John Johnson's services. As <br />you know, John Johnson is the consulting engineer who prepared the <br />City's latest storm water management study. Recently, we used his <br />services to size the storm sewer improvements for the M.S.A. street <br />project in 1985. John uses an IBM personal computer and software <br />developed by the Illinois State Survey. The program is called the <br />Illinois Urban Drainage Area Simulator (ILLUDAS). John used this <br />program and his IBM personal computer to analyze the storm sewer <br />for the M.S.A. 1985 Street Project in December of 1984 and January <br />of 1985. Storm sewer sizing should be conducted during that time <br />of the year so that plans can be prepared and approved by the state <br />so that construction can begin in the spring. <br />Since the City has now purchased an IBM (XT) personal computer. <br />The City could save some consultant fees by purchasing the software <br />from the Illinois State Water Survey. Mr. Johnson tells me that if <br />the program is purchased through Illinois, the cost is <br />approximately $300. The program will run on the computer the City <br />purchased. <br />If I was so write a policy on the use of John Johnson's services or <br />consulting engineering services in general, I would write the <br />following: <br />If the City has the talent, expertise, knowledge, ability, time, <br />and equipment to conduct engineering work in-house, the work <br />should be done in-house. If any of the above mentioned criteria <br />is missing, the City should consider hiring a consultant to <br />conduct the work. <br />I will be glad to discuss this issue with you on Monday night. <br />SWT/bc <br />
