COMPILATION Or ` <br />NI':;ul.R1'ION NU. 1069 All[) \ <br />11I'9ULUTIUN NU. 1154 1 <br />CITY UI'-MOUNDS VIEW <br />COUNTY F RAMSEY <br />STATE OF NNE:;VI'A <br />A STREETLIGHT INSTALLATION POLICY REPLACING <br />RLSOLUTION NO. 946 <br />WHEREAS, each year the City Council receives several requests <br />lur the installation of utreatlights; and <br />WI113.11CAS, the coot Of operating streetlights is a large budget <br />i tell and <br />WIII:IIIiAS, the City Council desires tU maintain and enhance the <br />safety of its neighborhoods through the I'LUVI,lon of streetlights <br />while at the same time keeping the tax burden of operating street- <br />lights at a minimum; <br />NOW, THIMIXOIo:, III: IT RPSOLVRn by the Council of the City of <br />Muunds View that the lollnwiay policy shall govern the installation <br />of streetlights at a muniniwm; <br />NOW, THEREFORE lit; IT by the Council of the City of <br />Muunds View that the fuiluwing policy ::hall govern the installation <br />of streetlights in residential areas: <br />(I) Property owners desiring installation of strcetliyhts <br />shall submit a petition requesting such with the <br />signatures of at least fifty percent of the affected <br />property owners. All signatures of persons on the <br />petition shall mean their consent to the location of <br />the light, on or near their property. The petition <br />shall include signatures of consent of the property <br />owner directly affected by the final location unless <br />it is determined by the City Council that the requested <br />streetlight is in the interest of preserving the health <br />and safety of residents of the area. A property owner <br />shall br, docmed to be affected if his/her property is <br />within 200 feet in any street direction from the pro- <br />posed streetlight location on either side of the street. <br />A property owner directly affected shA1l be one whose <br />property the light is on, abutts, or is directly <br />adjacent (opposite side of street). <br />(2) The proposed location shall sleet at )east one of the <br />following criteria; intersections, sharp curves, cul de <br />sacs, uuad ends, long blocks, vandalized areas, or mid - <br />block pedestrian crosswalks. A showing of need for a <br />similar criteria may also qualify. The criteria must be <br />related to a need for public safety. <br />(i) All stroutlights shall be spaced at least A00 fee9 apart <br />unless the above criteria apply. Ih no case—sh><11 lights <br />be closer than,250.fuct to one another. <br />(4) All new streetlight rels installations. shall beli00_watt high <br />Lqru _odium at a LO foot mounting height. <br />(5) Streetlights shall be included in all public improvement <br />prujects according to the above criteria. <br />(6) Qualifying requests for streetlights may be scheduled <br />for installation in a subsequent year if the City Council <br />determines sufficient funds are not available in the cur- <br />rent City budget, <br />Adopted thu llth day of February, 1980 (Resolution No. 1069) <br />and the 141sh day of September, 1981 (Resolution No. 1)54). <br />
