The Utility Account- <br />ing Clerk, the Finance Director and I have discussed this issue <br />and we are all in agreement that we should send a letter to all <br />apartment owners notifying them that as of a certain date the <br />City will no longer he refunding the prepayments but will treat <br />the prepayment as a purchase of the water meter and the City will <br />no longer be collecting prepayments from new owners of apartment <br />buildings. This does not have to be a change in the Code. It is <br />a procedural change that we can implement on the staff level and <br />would like you to know about. This procedure is working very <br />,.ii F^r rha huildinos in business and industrial zones. This <br />procedural change will save the Utility Accounting Clerk adin'11- <br />stration time transfering prepayments from the old owner to the <br />new owner. As you may know, apartments can change owners <br />rapidly. <br />CHAPTER 71, MUNICIPAL SANITARY SEWER <br />I recommend two changes to this section of the Code. <br />Section 71.07, Subd. 6, Measurement Tests. In this section of <br />the Code the words, "Minnesota Department of Health" should be <br />replaced with "Minnesota pollution Control Agency". <br />The next change that I recommend is in Section 71.10, Maintenance <br />of Sewer. At the present time, each property owner is respon- <br />sible for keeping the sewer line from his building to the sewer <br />main in the street clean. In addition, the property owner is <br />responsible for repairs to the service line from his building to <br />the property line. The City then is responsible for repairs to <br />the service line from the property line to the sewer main in the <br />street. I understand that this is a recent change in the Code <br />and that previously the property owners were responsible for <br />repairs to the service line from their building to the sewer main <br />in the street. The present wording of the Ordina,we has caused <br />the City the same type of problems that we discussed previously <br />under the Water Code. <br />I recommend changing this section of the Code to read that the <br />property owner is responsible for repairs to the service line <br />from his building to the sewer main. <br />There is one other issue I wish to discuss. The issue involves <br />the infrastructure of a mobile home court we have in Mounds <br />View. To begin with, let me provide some background. <br />As you know, the City is in the process of maintaining its infra- <br />structure (water, sewer, streets, storm sewer). As you may also <br />know, the infrastructure of a mobile home court is owned by the <br />owner of the mobile home court. This means that if a water main <br />breaks, water service line freezes, fire hydrant is not operable, <br />
