MEMO TO: Clerk -Administrator and City Council <br />FROM: Public Works/Community Development Director <br />DATE: April 4, 1985 <br />SUBJECT: M. H. ANDERSON CONSTRUCTION MINOR SUBDIVISION <br />SPRING LAKE PARK KNOLLS, PLANNING CASE 166-85 <br />Attached please find a ropy of Mounds View Planning Commission <br />Resolution No. 125-85 on the subject case, wetland map dated <br />3/5/85, flood plain map dated 3/5/85, letter from Minnesota Soil <br />and Water Conservation District dated 2/27/85, a letter from the <br />Minnesota Department of Natural Resources dated 2/26/85 and a <br />revised drawing showing a drainage Swale on the west side of the <br />west lot. <br />The Mounds View Planning Commission recommends approval of this <br />minor subdivision. If the City Council decides to approve this <br />minor subdivision you will need to do the following: <br />1) Revise the Wetland Zoning District per the attached map and <br />issue a Conditional Use Permit for construction, excavation <br />and fill in a wetland buffer area. <br />2) Issue a Conditional Use Permit for excavation, fill and <br />construction of a single family house on each lot on a flood <br />plain zoning district. <br />3) Conduct a hearing per the attached notice for a Conditional <br />Use Permit per City Code Chapter 49A and conduct a hearing <br />for redelineating a wetland boundary. <br />The developer will compensate for the minor amount of fill to be <br />placed in the flood plain by creating a corresponding amount of <br />extra excavation in the back portion of the lot (the lot will still <br />drain to the north). <br />The Ramsey County Soil and Water Conservation District's letter <br />ddted [February 27, 1985 indicates that the lots are not in the <br />wetland. <br />SWT/bc <br />
