32.01 <br />CIIAPTEIt 32 <br />THE. PLANNING CoMMISSInN <br />32.01 Establishment. A Planning and Zoning Commission <br />for Mounds View i� hereby rislablished. <br />32.02 composition. <br />Subdivision 1. Appointed Members, Terms of Office. The <br />Planning and Zoning Commissrnn shall consist of not less than <br />seven nor more than nine ;uumbers from the resident population of. <br />Mounds View, other than persons elected to a public body, to be <br />appointed by the Mayor with approval of the City Council from <br />applications submitted. The appointees shall have three-year <br />staggered terms; at. least two of these terms, but riot more than <br />three terms, shall expire each year on December 31. Appointments <br />t.n fill expired L'nrms are I.n be made each year at the organiza- <br />tional meeting of the city Council in January. The Mayor, with <br />approval of the City Council, shall appoint a Chairperson. <br />Subdivision 2. Designated Members. In addition to the <br />appointed membership, two non -voting members shall he designated <br />by the City Council, one member from the City administration and <br />one from the City Council, to serve as liaison to the Planning <br />and Zoning Commission. The Lei -in of the appointments shall <br />ordinarily be for one year, except that they will terminate with <br />the office from which the non -voting appointment is derived. <br />32.03 Qualification of Members. No person shall be <br />appointed with private or personal interest likely to conflict <br />with the general public interest. If any person appointed shall <br />find that his private or personal interests are involved in any <br />matter coming before the Commission, he shall disqualify himself <br />from taking part in action on the matter.; alternatively, he may <br />be disqualified by a two-thirds majority vote of the Commis- <br />sioners in attendance. <br />32.04 Agaointment, 19hen Effective. The appointees shall <br />be duly sworn and take office at the first regular meeting of the <br />commission in the month of January each year. Both original and <br />successive appointees shall hold their offices until their <br />successors are appointed and qualified. <br />32.05 Organization, Meetings. <br />Subdivision I. Regular Meeting. At the fir:lt regular <br />meeting in January, the Commission shall elect a vice-chairman <br />from among its appointed members for a term of one year.
