32.10 <br />32.10 Board of Adjustment and �U)cals. A Board of <br />Adjustments and Appeals, consl.L g oF. all appointed members of <br />the Planning and Zoning Commission, is herehy established. The <br />Board shall function under and bo governed by the provisions of <br />Chapter 4U.26 aP the Municipal Lode. <br />32,11 Pre�aralion of Col prohensive Plan. it shall be the <br />function and duty of. the Planning and Zoning Commission to <br />prepare and recommend a crnnprehansive plan and periodic update of <br />said plan for the physical developmentof the Municipality, <br />uLility services, parks, playgrounds and other similar develop- <br />ments, the use of property, the density of population, and other <br />matters relating to the physical development of the Munici- <br />IaliLy. Such plan may be prepared in suctions, each of wLich <br />shall relate to the Comprehensive Plan program. <br />32.12 Procedure for Adoption of Comprehensive Plan. The <br />Planning and Zoning Commission may, at any time:, recommend to the <br />City Council the adoption of the Comprehensive Plan, or any <br />secl:ion of it, or any amendment, thereof.. The re::nmmc niation by <br />Lhc Planning and Zoning Cuuuniresion to the (:ily Council ::hall be <br />by a resolution Of the Commission, approved by the affirmative <br />voles of not less than the majority of its membership. <br />3'L.13 Adoption of the Comprehensive P1anby_Council. <br />Upon receiving a recommenddation from the Planning and 'toning <br />(� Commission for the establishment or amendment of a Comprehensive <br />Plan or section thereof, the Council shal, within a reasonable <br />time, hold a public hearing appears in the official newspaper at <br />least ten days prior to the hearing. After such hearing has been <br />held, the Council may adopt the Comprehensive Plan or amendment <br />or section thereof by a majority vote of its members. <br />32.14 Means of Executing Comprehensive Plan. Upon the <br />adoption of the Plan or any section thereof, it shall be the duty <br />of the Planning and Zoning Commission to recommend to the Council <br />reasonable and practicable means for putting into effect the <br />Comprehensive Plan or section thereof in order that the same will <br />serve as a pattern and guide for the orderly physical development <br />of the Municipality. Such means shall consist of a Zoning Plan, <br />the control of subdivision plats, a plan of future, sLreets <br />locations, etc. <br />32.15 Pr2Eosed Plats. Before any preliminary approval is <br />given to any proposed platting of property in the Municipality, <br />the preliminary plat shall he submitted to the Planning and <br />Zoning Commission for study and recommendation along with written <br />reports and recommendations on the plat: Lrom the Municipal Engi- <br />neer and Attorney. The recommendations on and approval of plats <br />by the Planning and Zoning Commission shall be in accordance with <br />Chapter 42 of the Municipal Code. <br />
