Rules NPC 1 STATEMENT OF NEED <br />and 2), State Noise Standards AND REASONABLENESS <br />I. INTRODUCTION <br />The Minnesota Pollution Control Agency (Agency) was <br />authorized and directed by the 1971 Minnesota Legislature <br />to adopt rules establishing standards describing the maximum <br />levels of sound pressure which may occur in the outdoor <br />atmosphere. As a result, in 1974 the Agency adopted State Noise <br />Standards, Minn. Rules NPC 1 and 2. The State Noise Standards <br />set forth the limiting levels of sound in the outdoor atmosphere <br />which are consistent with speech, sleep, annoyance and hearing <br />conservation requirements for people (receivers) depending upon <br />the activities on the land where the sound levels are received. <br />These rules have been recodified by the Revisor of Statutes as <br />Minn. Rules Parts 7010.0100 through 7010.0700. <br />As the result of an extensive rule review process, which <br />is described below, the Agency is proposing amendments to Minn. <br />Rules Parts 7010.0100 through 7010.0700. ...The-PKQ9QBOd. <br />amendments, If Adopted, will.change, the ngige,.pt�ndards <br />statistically, based standazd..(using the dePcriDtn,Xa..1+10-APd.-We <br />* A(? @n&E9y..0A&ed• standard,,.
