Rules NPC 1 STATEMENT OF NEED <br />and 2), State Noise Standards AND REASONABLENESS <br />I. INTRODUCTION <br />The Minnesota Pollution Control Agency (Agency) was <br />authorized and directed by the 1971 Minnesota Legislature <br />to adopt rules establishing standards describing the maximum <br />levels of sound pressure which may occur in the outdoor <br />atmosphere. As a result, in 1974 the Agency adopted State Noise <br />Standards, Minn. Rules NPC 1 and 2. The State Noise Standards <br />set forth the limiting levels of sound in the outdoor atmosphere <br />which are consistent with speech, sleep, annoyance and hearing <br />conservation requirements for people (receivers) depending upon <br />the activities on the land where the sound levels are received. <br />These rules have been recodified by the Revisor of Statutes as <br />Minn.
