r, <br />-3- <br />overseeing the activities of the consultant who was retained by <br />action of the Agency Board on April 27, 1982. The consultant <br />retained by the Agency was Brian Lowey and Associates. <br />The Noise Committee first met on April 12, 1982, and <br />continued to meet periodically until July 23, 1984. During that <br />time, fifteen meetings, open to the public, were held. These <br />meetings were attended by representatives of governement, <br />industry, private concerns, and the general public. Throughout <br />the process, Committee members and interested persons were <br />encouraged to present and discuss concerns and criticisms of the <br />existing rules and to suggest changes to those rules. A draft of <br />rule amendments was developed which appeared to be generally <br />agreed upon by the Committee members and persons who had attended <br />the Committee meetings. <br />On March 26, 1984, the Agency published in the State Register <br />an additional Notice of Intent to Solicit Outside Opinion <br />concerning the rules. The reason for the notice was related <br />to the fact that there had been a long span of time between the <br />original Notice of Intent to Solicit Outside Opinion and the <br />development of the draft rule amendments. The notice provided an <br />additional opportunity to submit comments on the existing rules. <br />The Notice was mailed to approximately eighty people currently on <br />the noise mailing list.
