-13- <br />person needs and desires a quieter outdoor environment surrounding <br />a residence than at a factory or a shopping center. Therefore <br />land uses which are more "sensitive" to noise are classified as <br />NAC-1 and have the most stringent noise standards applied to <br />them. NAC-1 land use activities include household units, medical <br />and other health services, and religious activities. NAC-2 land <br />use activities have less stringent standards and include railroad <br />and bus terminals and commercial centers. Even less stringent <br />standards apply to NAC-3 land activities. NAC-3 land uses include <br />manufacturing activities, agricultural activities, and mining <br />activities. The fourth type of land activity classification in <br />the existing rules, NAC-4, may receive unlimited noise and <br />includes undeveloped and unused land. <br />The existing rules set forth the limiting levels of sound for <br />land areas classified as NAC-1, NAC-2, and NAC-3 as follows: <br />Piz light <br />NAC L50 L10 Li0 L10 <br />1 60 65 53 55 <br />2 65 70 65 70 <br />3 75 80 75 80 <br />These standards incorporate the intensity (decibel level) and <br />duration of noise. The "L10" is defined in the existing rules as <br />"the sound level, expressed in dBA, which is exceeded ten percent <br />of a one hour survey." Thus a violation of an L10 standard of 65 <br />
