-25- <br />measurement procedures. Part 7010.0600 states that "(a) <br />measurement procedure approved by the Director shall be used" and <br />that "[a)ll measurements shall be made outdoors." The existing <br />rule contains some guidance as to where the measurement shall be <br />made. The Agency is proposing to adopt a measurement methodology <br />for the determination of compliance with the noise standards. It <br />is reasonable to include a detailed measurement methodolgy to <br />clarify procedures and provide a framework for sound level <br />measurements. <br />Subpart 1 provides that ,zeaurament-Of :A0Wd.®119fi:1AA W <br />within.:the..,reoeiver!a.property .line -at, the4zint.o5:.hu�i ' <br />activity' vhiah,la.neafeat the. noiae•zourea. This language is <br />taken from the existing rule. It is reasonable to specify where <br />sound level measurements are to be taken so that the public <br />understands at what location on the property compliance will be <br />determined. <br />Subpart 2 provides that all sound level measuring devices <br />must be certified to meet Type I, II, or S specifications under <br />American National Standard Institute S1.4-1983. Because of the <br />availability of increasing varieties of sound measuring devices <br />it is necessary to provide acceptable specification standards for <br />these devices. The American National Standard Institute <br />S1.4-1983 establishes technical specifications for sound <br />measuring devices and therefore establishes a quality assurance <br />
