i MEMO TO: MAYOR AND CITY COO
FROM: CLERK-ADMINIST'RAT
DATE: MAY 21, 1985
SUBJECT: MTC PROPOSAL FOR USE OF CITY'S CHARACTER
GENERATOR
Attached please find a letter from Mr. Aaron Isaacs, Manager
of Research for the Metropolitan Transit Commission and MTC
Contract No. 85-00-17F outlining the MTC'S proposal to use
the City of Mounds View's character generator to televise
their bus schedules for our area over the City's cable TV
system.
In conversations with Mr. Isaacs he has indicated that it is
the desire of the MTC to program approximately six to seven
pages of information into our character generator. In
consideration for the City's agreement to allow the use of
our character generator for this purpose the Commission has
agreed to provide $250.00 for the installation of a chip
into our character generator to expand its capacity from 12
to 20 pages, provide the labor necessary for the
installation of this chip, and format any information that
would be entered into the character generator reyarding
their bus schedules. The City would simply agree to enter
the information into the machine and keep the machine
operational in order that it might be televised over the
government public access channel. I have discussed this
matter in further detail with Mr. Isaacs after receipt of
the contract and he has indicated that the MTC will accept a
supplement to their contract from this office providing that
they will provide the labor for the installation of the chip
which is to cost $250.00 and format all information to enter
into the character generator.
In view of the fact that the purpose for public access
channels is to provide the public with information of
interest to them, it would appear that the MTC proposal is
in agreement with this intent and Staff would recommend
Council approval.
RECOMMENDATION: Staff recommends Council authorization for
Clerk -Administrator to enter into the MTC Contract No.
85-00-17F with a supplementary agreement stipulating that
Metropolitan Transit Commission will pay the labor costs for
installation of the chip to expand the character generator
memory from 12 to 20 pages and format any information the
City is to enter into the character generator's memory
regarding their bus schedules.
DFP/mjs
