MEMO TO: MAYOR AND CITY COUN <br />FROM: CLERK -ADMINISTRATOR <br />DATE: MAY 20, 1985 <br />SUBJECT: CAT CONTROL <br />Pursuant to earlier Council direction, Staff has surveyed <br />ten Metroplitan Area cities to determine what regulations <br />they have in place regarding the control of cats. <br />Attached is a copy of a summary of the results of the survey <br />which shows that there are as many different ways for <br />regulating cats as there are cities in the Metropolitan <br />Area. One general conclusion can be made and that is that <br />the most prominent method for controlling cats, although <br />done slightly differently in each city, is to declare cats a <br />nuisance when they are at large or creating a public <br />disturbance. <br />Based on the various methods exemplified by the different <br />cities in regulating cats, Staff would suggest that if it is <br />the City Council's desire to regulate cats in the City of <br />Mounds View that it be done so by prohibiting cats from <br />running at large, and declaring certain acts such as noises, <br />disturbing the peace or defecating on property other than <br />that of the owner as being a public nuisance and allowing <br />police to impound such animals when complaints are filed. <br />Staff would request Council direction in this matter. <br />DFP/mjs <br />Attachment: <br />
