5.5) <br />5.4 (continued) I <br />(e) Contingency Fund - a fund not to exceed $20,000, to <br />be established in Fiscal Year 1982 through propor- <br />tionate contributions frm the contracting cities as <br />provided in Article 4.1(a) of this contract. The <br />purpose of this fund shall be to provide monies for <br />use by the Fire Department in meeting unexpected <br />expenses resulting from emergencies and other <br />unforeseen circumstances causing expenditures in <br />excess of $1,000 and which are not included in the <br />annual operating or capital budgets as provided <br />for in Articles 5.4(b) and (a), respectively. Said <br />fund shall be maintained through budget, surpluses, <br />miscellaneous income or, if necessary, additional <br />levies to the contracting cities. The need for <br />additional levies shall be substantiated by <br />providing documentation detailing the expenditures <br />from this Fund and reasons thereof during the past <br />Fiscal Year. The City may if it so chooses withhold <br />its share of the contribution to the Contingency <br />Fund until the need for the additional monies <br />arises. Upon written notice by the Fire Department <br />of such need the Clerk -Administrator shall disburse <br />to the Fire Department the City's pro rasa share of -� <br />the funds necessary to meet the unexpected expense. <br />If a joint meeting should be necessary between the <br />City Councils of Blaine, Mounds View and Spring Lake <br />Park and the Fire Department to negotiate one of the <br />items in Article 5.4, a meeting shall be called at a <br />time and place convenient to all parties. The issue <br />shall be decided by a simple majority of votes and <br />the outcome shall be submitted to the individual <br />City Councils for confirmation. <br />The number of votes each party shall cast shall be <br />as follows: <br />Blaine - 1 <br />Mounds View - 1 <br />Spring Lake Park - 1 J <br />- 6 - <br />
