1. Hearing Officers (cont.) <br />c. The Clerk -Administrator may conduct hearings r <br />on all offenses when primary hearing officers <br />are unavailable. <br />d. At least once each month the hearing officers <br />shall meet as a committee chaired by the Clerk - <br />Administrator to discuss their duties as hearing <br />officers and review individual cases to ensure <br />equitability and consistency in their findings <br />with a monthly report submitted to the Council. <br />e. In the absence of all of the appointed <br />hearing officers the Clerk -Administrator <br />may appoint a temporary officer. <br />2. Penalty Payments. Only those municipal personnel <br />authorized by the City Treasurer to receipt monies <br />may receive payment of penalties and provide receipt <br />to the person responsible for the violation. <br />3. Records Management. Each municipal department having <br />authority to enforce Chapter 400 shall maintain the <br />office copy of administrative offenses issued by <br />members of the respective department until a hearing <br />is conducted or penalty payment received. At that <br />time the department shall turn over to the hearing <br />officer or employee receiving payment the office copy. <br />Said copy shall be dated and stamped "PAID" or noted <br />as to the determination of the hearing and then <br />turned over to the Clerk -Administrator's office <br />attached to the violator's copy for filing and <br />retention pursuant to the City's Records Retention <br />Schedule as approved by the State of Minnesota. <br />Adopted this dth day of July, 1985. <br />ATTEST; <br />Mayor <br />(SEAL) <br />Clerk -Administrator <br />
