Mr. Donald Pauley <br />June 26, 1985 <br />Page Two <br />Ordinance presently reads that Group W will provide at <br />least 13 channels for access use, however, the channels <br />listed failed to indicate a combined higher education/ <br />private school access channel. The Commission had ap- <br />proved the combined channel, but the Ordinance did not <br />reflect what Group W had offered. <br />Rest assured, Group W is not getting away with <br />combining access channels. The Commission concluded that <br />the system provides more than adequate channel space for <br />the viewing of locally produced progamming. More im- <br />portant, the franchise ordinance provides at Article III, <br />Section 5(D)(4)(b) that should any of the access channels <br />become full, as defined in the franchise, Group W is <br />required to provide a new specially designated access <br />channel for the same purpose at no additional cost to <br />the subscribers. This is also required by the current <br />rules of the State Cable Board. Similarly, this <br />ordinance clarification in no way effects Group W's <br />commitment for funding, staffing, or equipment for <br />local programming and public access. <br />Therefore, I would urge that the City of Mounds <br />View approve the Ordinance Amendment and forward to me <br />an Affidavit of Publication as soon as you have re- <br />ceived said document. <br />If you have any further questions or wish to <br />discuss this matter further, please feel free to <br />contact me. <br />Sincerely,, <br />Thomas D.
