RESOLUTION 10079 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AUTHORIZING BARR ENGINEERING COMPANY TO PROVIDE SERVICES TO ASSIST WITH AMENDING THE WELLHEAD PROTECTION PLAN WHEREAS, in accordance with Minnesota Rules, Chapter 4720, all public water suppliers are mandated to implement wellhead protection measures through a Wellhead Protection Plan (WHPP). The Minnesota Department of Health (MDH) oversees enforcing these rules; and WHEREAS, MDH rules require an amendment every10 year to the Well Head Protection Plan. An amendment is an opportunity to: • Identify and changes to the City water supply system and drinking water source. • Evaluate progress on protecting the drinking water source. • Identify changes in land use. • Develop and improve strategies to reduce risks or threats; and WHEREAS, Barr Engineering Company was hired by the City to prepare Parts 1 and 2 of the WHPP and has been coordinating the work with the City's designated Wellhead Protection Manager, Don Peterson, and MDH staff; and WHERAS, a kickoff meeting was held on January 17, 2025, with City Staff and MDH Staff in which the WHPP plan was reviewed and a scoping meeting for the WHPP amendment was set for March 25, 2025; and WHERAS, Barr Engineering has provided a cost proposal of $28,700.00 for professional consulting services based on the following scope of work: 1. Attending Scoping Meeting No.1 2. Data Compilation and Re -Delineation Meeting 3. Metro Model 3 Modification and Delineation of WHPAs 4. DWSMA Delineation 5. Well and Aquifer Vulnerability Assessments 6. Report and Project Management Public Information Meeting Assistance WHEREAS, Staff is recommending the City Council approve the attached resolution regarding the proposal from Barr Engineer for consulting services for the City of Mounds View Well Head Protection Plan Amendment. NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The City Council of the City of Mounds View approves the proposal from Barr Engineering for consulting services for the City of Mounds View Well Head Protection Plan Amendment. 2. The Mayor and City Administrator are hereby authorized and directed to execute all appropriate documents to effectuate the actions contemplated by this resolution.
