RESOLUTION 10079 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> AUTHORIZING BARR ENGINEERING COMPANY TO PROVIDE SERVICES TO ASSIST <br /> WITH AMENDING THE WELLHEAD PROTECTION PLAN <br /> WHEREAS, in accordance with Minnesota Rules, Chapter 4720, all public water suppliers <br /> are mandated to implement wellhead protection measures through a Wellhead Protection Plan <br /> (WHPP). The Minnesota Department of Health (MDH) oversees enforcing these rules; and <br /> WHEREAS, MDH rules require an amendment every10 year to the Well Head Protection <br /> Plan. An amendment is an opportunity to: <br /> • Identify and changes to the City water supply system and drinking water source. <br /> • Evaluate progress on protecting the drinking water source. <br /> • Identify changes in land use. <br /> • Develop and improve strategies to reduce risks or threats; and <br /> WHEREAS, Barr Engineering Company was hired by the City to prepare Parts 1 and 2 of <br /> the WHPP and has been coordinating the work with the City's designated Wellhead Protection <br /> Manager, Don Peterson, and MDH staff; and <br /> WHERAS, a kickoff meeting was held on January 17, 2025, with City Staff and MDH Staff <br /> in which the WHPP plan was reviewed and a scoping meeting for the WHPP amendment was set <br /> for March 25, 2025; and <br /> WHERAS, Barr Engineering has provided a cost proposal of $28,700.00 for professional <br /> consulting services based on the following scope of work: <br /> 1. Attending Scoping Meeting No.1 <br /> 2. Data Compilation and Re-Delineation Meeting <br /> 3. Metro Model 3 Modification and Delineation of WHPAs <br /> 4. DWSMA Delineation <br /> 5. Well and Aquifer Vulnerability Assessments <br /> 6. Report and Project Management Public Information Meeting Assistance <br /> WHEREAS, Staff is recommending the City Council approve the attached resolution <br /> regarding the proposal from Barr Engineer for consulting services for the City of Mounds View <br /> Well Head Protection Plan Amendment. <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City of <br /> Mounds View, Ramsey County, Minnesota as follows: <br /> 1. The City Council of the City of Mounds View approves the proposal from Barr <br /> Engineering for consulting services for the City of Mounds View Well Head Protection <br /> Plan Amendment. <br /> 2. The Mayor and City Administrator are hereby authorized and directed to execute all <br /> appropriate documents to effectuate the actions contemplated by this resolution. <br />
