JOINT COOPERATION AGREEMENT <br />d hetween the an by <br />THIS AGREElIEMT moue and vi�taie:, �.., :w -� - <br />County of Ramsey, State of Minnesota, hereinafter referred to as <br />'(:uUNTY," and the CITY/TOWN of <br />MOUNDS VIEW I <br />herainafter referred to as 'MUNICIPALITY,' said parties to this <br />A.;reement each being govetnmantai units of the Stain of <br />Minnesota, and is made pursuant to Minnesota Statutes, Section <br />471.S9. <br />W I T N E S S E T H: <br />WHEREAS, Title I of the Housing anJ Community Development <br />Act of 1974, as amended, provides for a program of community <br />development block grants; and, <br />WHEREAS, Ramsey County, Minnesnta qualifies under said law <br />as an 'uroan county' eligible to receive community development <br />block grant funds; ard, <br />WHEREAS, the Courty's population, among other factors, is a <br />determinant of the eligibility of ',he County and the amount of <br />resources which may be made available to the County to undertake <br />activities under the afore -referenced law; and, <br />WHEREAS, pert 57U, Cnspter V of Title 14 of the Code of <br />Federal regulations sets forth regulatiors governing the <br />appiicability and use of funds u.ider Title I• and, <br />WHEREAS, Section 570.105, titled 'qualifications es urhan <br />county' provides that computation of the County's population may <br />include persons residing if, 'unincorporated areas' and in 'its <br />included parts of general local government with which it has <br />entered into cooperative ayreements to undertake or to assist in <br />
