All of the duties and responsibilities of a City <br />Clerk in a statutory city including the conduct of <br />elections, maintenance of all municipal records andis <br />accounts, and issuance of all licenses and permits, <br />except for building permits and contractor's <br />licenses. <br />b. Assist the City Council in the administration of City <br />affairs including the supervision of its employees, <br />pruyrams and activities, and labor contracts. <br />c. Prepare and submit to the City Council reports <br />relating to municipal projects and/or improvements, <br />periodic financial reports, annual operating budget, <br />long-term financial plan, capital improvement plan, <br />and annual financial statements. <br />d. uevelop and maintain good public relations with the <br />general public through the preparation anu <br />dissemination of news releases and other information, <br />an annual report on the financial condition of the <br />City and other etfcrts. <br />e. Coordination of the City's activities with outside <br />agencies and consultants. <br />The level of service provided by the Clerk -Administrator's <br />office, staffed by the Clerk -Administrator and Administrati <br />Secretary, are dictated by the Home Rule Charter, statutory <br />or local policy requirements, and the activities of the City <br />Council, City Commissions and Committees, and other City De <br />partments and consultants .and the general citizenry. <br />In 1985 the Mounds View City Council authorized the hiring of <br />Management Advisors, Inc. to perform a study of the City's <br />data processing system requirements. It is anticipated that <br />as a result of this study the City will oe purchasing an <br />in-house computer system to me=t the great majority of the <br />City's data processing needs.
