1985 LONG TERM FINANCIAL PLAN <br />Page Fifteen <br />The Police Department added an officer to its force in 1985. <br />With 13 adorn officers and a population of nearly 13,000, the <br />ratio of sworn officers to one thousand inhabitants is 1.0. The <br />state average for communities the size of Mounds View is 1.2 <br />'%"! CerS yda vua Lhuuband lnhdoitants. It is anticipated that <br />Lhe department wili add to Its current staffing level in an <br />eftort to approach staffing levels of surrounding communities' <br />police departments. Assuming that the department would add one <br />patrol otficer in 1987, the department would have a ratio of 1.1 <br />officers per one thousand inhabitants. <br />To help supplement officer shortages or to have more officers <br />avaiiaoie during bpeciai events or disasters, the Department will <br />examine the possibility of creating a Police Reserve Unit during <br />the last half of 1985. Other Police Departments that currently <br />have Police Reserves, purchase for each Reservist a complete <br />uniform plus equipment. This world cost the City approximately <br />5300-54UU per Reservist. This uniform and any equipment (gun <br />belt, etc.) will be the property of the City. Assuming that the <br />Police Department would start with six Reserve officers, the <br />initial cost to the City would be approximately $2,40O. all work <br />performed by a Reserve Officer is strictly volunteer. In <br />addition, all required training for a Reserve Officer would be of <br />little or no cost to the City. Many Reserve Officers work in <br />excess of 100 hours per year, with many cities, the minimum <br />number of hours a Reservist must work is 100 hours per year. <br />A reorganization of the Police Department is proposed to occur in <br />1986. Proposed changes include the elimination nt the Corporal <br />and Sargeant/Investigator positions. The current Corporal would <br />be made a Sargeant and an additio;al Sargeant would also be <br />added. The current Sargeant/Investigator would be assigned to <br />the position of Investigator. The creation of a Letutenant <br />position is also a possibility.
