He added that Staff and <br />the Planning Commission have no problems with the <br />proposal. <br />Barb Serwa, 5279 O'Connell Drive, stated she felt <br />4- ui.;n�a..nlic rode. <br />Mounts view siiuuiu fullvi: t,`--�---- <br />Theresa Lexa, 5229 Jeffrey Drive read a prepared <br />statement in opposition to the car wash facility. <br />Dennis Richardson identified himself as Ronald <br />Richardson's son, and stated they are planning on <br />constructing a $300,000 building and they will not <br />let it go to waste. He gave examples of many well -run <br />self-service car washes in the area and also pointed <br />out that the drainage system and storage tanks they <br />will be having is over and above what Minneapolis <br />requires. <br />Barb Carlson, 5239 Jeffrey Drive, stated that testing <br />was not done of the water pressure with the car wash <br />in operation. <br />Mr. Richardson pointed out the property owners knew <br />the land was zoned B-3 when they purchased their <br />homes. <br />Councilmeaber aaake explained there is a very extensive <br />list of uses that are allr.wable in a B-3 zoning, with <br />not all of them being as attractive as what the <br />neichbors might like. <br />Mayor LinKe exnlained the use in question is aliowable <br />and a conditional use permit is required to plit <br />restrictions on the property. <br />Jim Hass, 5240 Jeffrey Drive, stated he did not want <br />to live next to a Jar wash <br />to a question from Stan Serwa, Clerk -Administrator <br />In response <br />that as a result of recent legislative action, <br />Pau ley uxplair.ed <br />Code rules in all cases. If the use is compatible <br />the Zoning <br />with the Zoning it is permitted even if it is in conflict <br />with the Comprehensive Plan. <br />Attorney Meyers reviewed the section of the code that <br />the <br />is applicable to this request.
