Anderson, Director <br />Parks, Recreation and Forestry <br />DATE: September 25, 1985 <br />RE: Spring Lake <br />During the past week, staff has been speaking with a number of <br />c,olo invviveu 111 I1e1lCCle9 and county plan- <br />ning regardiny Spring Lake. I have attached two letters of cor- <br />respondence which outline some of my discussions with Mr. Jim <br />Tolaas from Ramsey County and Mr. Duane Sjodin from the Depart- <br />ment of Natural Resources. <br />As can be noted, Mr. Tolaas has indicated that the county would <br />be willing, at no cost to the City, to continue monitoring the <br />oxygen levels in Spring Lake and place aeration equipment in the <br />lake should a freeze out become inevitable. He further indicated <br />that the portable aeration system that had been used in the past <br />at Silver Lake in North St. Paul would be available as they have <br />secured a permanent system. It appears that the only difficulty <br />Mr.Tolaas envisions is that the well house on the east side of <br />the lake may need some electrical upgrading, and he further stat- <br />ed that the county would assume this responsibility. <br />On a more permanent basis, I have spoken with Duane Sjodin, Reg- <br />ional Manager for the Department of Fisheries whose agency is <br />responsible for matching grants for permanent aeration systems. <br />All of the dollars have been allocated for the 1985-86 fiscal <br />year but he has indicated that he will forward me grant applica- <br />tions for the fiscal year commencing July 1, 19F6. The City of <br />No. St. Paul has entered into a joint funding program with the <br />DNR for an aeration system costinr, $40,000 which wiil he <br />installad this fail at Silver Lake. This is an extremely expen- <br />sive system due to Lhe fact 'hat they are placing all of the <br />equipnent underground. Based on the research I have done with <br />Toro Company, I ter) we could place an adequ.ite aeration system <br />for Spring Lake, based on its size for Si5,000 - $10,000. <br />I will be reviewing the grant applications when they are received <br />and will submit a formal report to the Council once the exact <br />figures of a permanent 3era`ion system are known. It would ap- <br />pear to me that some type of permanent aeration system would be a <br />logical direction, and I feel that we should have no problem get- <br />ting matching funds from the cities of Spring Lake Park and Fria - <br />ley and the Ramsey and Anoka Counties, as everyone would benefit <br />from a project of this nature. Th3 major obstacle that I'm aware <br />of with the grant submission will oe thac we will need a perman- <br />ent boat access which could be funded with a L.A.N.C.O.N. grant. <br />In conclusion, it appears that Ramsey County will be providing a <br />portable aeration system for the winter of 1985-86 at no cost to <br />the City and that staffwill pursue a permanent solution to <br />receive a grant for a year round aeration system.
