Mounds View City Council
Regular Meeting
----------------------------------------------
r James Jackson, 5299 O'Connell Drive, questioned where the
surface run-off will go. Mr. Brunn indicated on the map
where it will go and where the holding pond will be
situated.
September 9, 1985
Page Five
-----------------
Director Thatcher stated he does not see any adverse affect
on the water services or sanitary sewer services for the
area, and this proposal meets the criteria of the Rice Creek
Watershed District for holding ponds.
Mr. Brunn reported a car wash uses 3 gallons of water per
minute per bay, whereas a 5/8" garden hose uses 15 gallons
of water per minute.
Russ Rudd, 5289 O'Connell Drive, asked if the holding pond
would be inside the landsca,)ed area, as he was concerned
with children playing there.
Mr. Brunn replied it would be, with the fence approximately
1 foot from the property line, and the building itself
about 40' from the property line.
Clerk/Administrator Pauley read the allowable uses for
B-1, B-2 and B-3 zoning.
Mr. Baxley requested the Council continue an,, action to
allow him time to get an appraiser to appraise the value
of his tome, as he feels his home would depreciate.
Clerk/Administrator Pauley revieweu the criteria of
presenting an appraisal.
Attorney Meyers pointers uut the developer can also have
an appraiser come in and most l:r.ely the two appraisals
would balance out.
Mr. Rich also pointed out the appraiser would consider
any use o: the property that is allowed, not just .
vacant lot.
Ronald Richardson questioned why both a berm and fence
are required.
Mayor Linke replied he would prefer to see the fence,
as it woula obstruct the view from the homes better,
and protect the neighbors better.
Motion/Second: Quick/Blanchard to approve Resolution
No. 1919, for a minor subdivision and conditional use
permit for a self-service car wash at 2320 Highway 10,
with the conditional use permit to be recorded with
the Registrar of Deeds in Ramsey County.
4 ayes 1 nay
Motion
Councilmember Hanknrr voted against the m,t 1 .
