MEMO TO: Mayor & City Council <br />FROM: Finance Director -Treasurer Brayer <br />'A'rE: October Z, 1985 <br />RE: REQUEST FOR AUTHORIZATION TO HIRE A FULL-TIME <br />ACCOUNT!NC CLERK <br />The Adopted 1986 Budget provides for the hiring of a full-time <br />accounting clerk to he funded from the General, Water and Sever <br />Funds. During 1985 the Finance Department nad a part-time <br />accounting clerk who was recently granted a leave of absence. <br />Staff proposes that the full-time accounting clerk be hired as <br />soon as possible. staff's original intention was to hire a <br />part-time accounting clerk to fill in duriny the leave of absence <br />of the present part-time accounting clerk. However, on further <br />reflection staff has concluded that it would be more cost <br />effective to hire the foil -time accounting clerk now. Our <br />rationale is that the hiring of a part-time accounting clerk for <br />the remai:ider of 1985 would irvelve considerable staff time in <br />recruitment and sibsequently training for a position which would <br />be only filled for a short period of time. After January 1, 1986 <br />the recruitment process for a full-time accounting clerk would <br />begin and subsequent training of that individual would take <br />place. Since sufficient monies remain in the 1985 Budget at <br />l:vels adequate to allow a full-time accounting clerk to begin <br />employment during 1985 it seems more cost effective to hire that <br />individual now rather than go through two recruitment And <br />subsequent training processes. <br />RECUMMENDATIUN: <br />Staff proposes that the part-time accounting clerk's position be <br />aboli+:hed eince the 1966 Budget provides for a full-time <br />pcsition. Further staff prcposes Lhat a full-time accounting <br />clerk's position be established and author:zat:on be •givcn to <br />advertise foc that position ai so,>n as possiDle. <br />DB/ds <br />
