40.04 <br />Subd. R Toxic or Noxious Matter. No use shall, for any period of ' <br />time, discharge across the boundaries of the lot wherein <br />it is located toxic or noxious matter of such concen- <br />tration as to be detrimential to or endanger the public <br />health, safety, comfort, or welfare, or cause injury or <br />damage to property, business or persons. <br />subd. S Ezolosives. No activities involving the storage, <br />nr .arnnfartnre of materials or oroducts which <br />could decompose by detonation shall be permitted except <br />such as are specifically authorized by the City Council <br />or allowed below. Such materials shall include but not <br />be confined to: all primary explosives, such as lead <br />oxide and lead sulphate; all high explosives and <br />boosters, such as TNT, RDS, tetryl and ammonium nitrate, <br />propellants and components thereof such as <br />nitrocellulose, b4sek-powder ammonium perchlorate and <br />nitroglycerine; blasting explosives, such as dynamite, <br />powdered magnesium, potassiuchlorate, potassium <br />permanganates and potassium nitrate, and nuclear fuels <br />a,-.1 reactor elements such as uranium 235 and plutonium. <br />The possession and storage of no more than one (1) pound <br />of black sporting powder and no more than twe.,ty (20) <br />pounds of smokeless powder shall he allowed provided is <br />is stored in its original container. <br />Subd. i Underground Storage Tanks. Underground gzs storage tar_ks <br />shall satisfy state and faderal laws. If a lot has one or <br />more underground storage tanks and the business on that <br />lot is closed Eor one yeat, the underground storage tanks <br />shall be removed or filled. If the closed h„siness fails <br />to remove or fill the underground storage tanks after <br />n cat' <br />by the City in writing, the City steal: have <br />the right to fill or remove the tank. The test of a ch <br />work shali be assessed to the property. <br />40.05 fARD REQUIREMENTS <br />Subd. A Purpose. This sectinn identifies minimum yard spaces <br />and areas to be provided for in each zoning district. <br />Subd. 3 No lot, yard or otner open space shall 7e reduced in <br />area or dimension so as to make such lot, yjrd or open <br />space less than the minimum required by this Code, and if <br />the existing yard or other open space as existing is less <br />than the minimum required it shall not be further reduced <br />No required open space provided about any buiidiny ur <br />structure shall be included as a part of any open space <br />required for another structure. <br />Subd. C Ali setback distances, as listed in the table below, <br />shall be measured from the appropriate lot line. <br />
