70. 15 <br />utility bill, the Municipality shall he entitled to deduct from <br />such said prepayment the amount of the unpaid bill and may dis- <br />continue service to the customer until the depleted prepayment <br />sum shall he increased to the oriyinal amount required under this <br />chapter. The liability of the Municipality for the return of <br />said prepayment, however, shall be limited to the funds as are <br />available in the water department and shall not constitute a <br />general obligation of the Municipality. If an owner shall sell <br />or transfer the premises to another person, and fails to apply <br />the purchaser thereof shall be entitled to the <br />return of said prepayment in lieu of the origins, appiica:1L Ui,�^ <br />satisfactory proof of transfer of title and possession of said <br />premises at least six months prior to application for the refund. <br />(1) Upon satisfactory proof of transfer of title and <br />possession of said promises at least six months prior to applica- <br />tion for the refund; or <br />(2) If the prior owner shall have failed to apply for <br />such refund. Such refund, however, shall he subject to all other <br />restrictions of this ordinance. <br />70.16 Damages to system. It shall be unlawful for any <br />person o tamper with, <br />alter <br />damage <br />hydrantCecurbnorovalve <br />connection any part thereofor any <br />box or street <br />valves or connection of any type <br />spart <br />who sodamagesthereof witt,out authority of the Municipality. Any pron <br />shall be liable for the damage or loss to the Municipality caused ' <br />thereby. <br />70.17 Excavating work and Testing of Meters. <br />(1) All installation work or repair or connections to the <br />Municipal water system including grades, bents and backfilling <br />shall be performed under the direction and supervision of the <br />plumbing Inspector. No work shall be covered or backfilled until <br />directed by said Inspector. All work and excavations snail be <br />protected by barricades and warning markers an,; lights reasonable <br />and suitable to the purpose. The Municipality shall be held <br />harmless for any claim of loss as might otherwise arise for <br />damage, lrss or injury caused by or ariving by reason of such <br />work being performed. <br />(2) No street or excavation shall be undertaken except by <br />permission by the Municipaiity. <br />(3) Whenever a water user questions the accuracy of a <br />meter no exceeding 5/8 inche in size and desires that his meter <br />be tested, he shall pay a fee of $25.00 if the meter tests accu- <br />rately within a range of minus 3 percent to plus one and one half <br />per cent. The testing of water meters exceeding 5/8 lochs to <br />size shall be regulated by 70.02 (5). If it is not accurate <br />within this range, no charge will be made for testing and an ad- <br />-lustment on the water hill will he made for thperiod of time <br />that the mutor t+ astiumu,l to lay Inavollrate as determined by the <br />Municipality. <br />
