90.03 <br />90.03 Cesspool or Septic Tank. <br />Subdivision 1, Unlawful Act. It shall be unlawful for <br />any person, firm, partnership or corporation to allow the <br />contents of any septic tank or cesspool to be pumped or to <br />overflow onto the ground (87) (248) <br />90.01 Junked and Aunuduueu Vei,icies. <br />Subdivision 1. Definitions. <br />(1) 'Motor Vehicle" is hereby defined as any vehicle <br />propelled by an engine and authorized to be driven on a public <br />highway. <br />(2) "occupant" is hereby defined as any person living <br />in and under contr•11 of any dwelling unit upon property wherein a <br />motor vehicle is parked. <br />(3) "Vital Component Parts" means those parts of a motor <br />vehicle that are essential to the mechanical functioning of the <br />vehicle including, but not limited to, the motor, drive train and <br />wheels. <br />Subdivision 2. Nuisance. The following is declared to be <br />a nuisance affecting the public peace, safety and general <br />welfare. <br />Subdivision 3. Unlawful. It shall be unlawful for any <br />person, firm, partnership, or corporation to pile, store, or keep <br />wrecked, jur:ked or abandoned motor vehicles on private or punliz <br />property unless IL shall be screened from Lhe view of. ad3aoent <br />public and private properties by a fence or garage. Srreen:ng as <br />provided above shalll conform to all frcvisions of the zoning <br />code. In no !ase, however, shall such vehicles be piles', stored, <br />or kept in any front yard or any side yard abutting a public <br />thoroughfare. <br />Subdivision 4. Abandoned Motor Vehicle. A motor vehicle <br />will be considered abandoned if: !1) It has remained .!legally <br />parked for a period of more than 43 yours on public property <br />and/or it in lacking vital component parts. (2) It has remained <br />for a period of more than 48 h,iurs on private property without <br />the consent of the occupant of such property. <br />Subdivision 5. Junked Motor Vehicles. A vehicle will be <br />considered a junked motor vehicle if it cannot be driven, or <br />propelled under its own power in its existini condirinnn a <br />aaie anu legal manner as required for operation on public <br />thoroughfares. <br />Subdivision 6. License Plates. Any vehicle shall be <br />deemed to be included under Subdivision 3 of this :hapter if said <br />vehicle does not have attached thereto a valid and current <br />license plate Issued by the proper state agency. <br />
