r <br />2.07 <br />2.07. RULES OF ORDER. <br />Subdivision 1. Presiding Officer. The Mayor, or in <br />his absence, the Acting Mayor, shall preside at Council meetings, <br />nrecrrve order and decorum, and decide questions of order. The <br />Mayor's duties under this subdivision snail De in additiun W his <br />duties, rights and privileges as a Councilmember. <br />Subdivision 2. Special Rules. The following special <br />rules shall be applied: <br />( I ) A member may he excused from voting (i.e. aye, nay or <br />abstain) on a matter duly before the Council only with the <br />unanimous consent of the other members present. <br />(2) A motion before the Council shall be reduced to <br />writing by the Clerk -Administrator at the request of any Council - <br />member. <br />(3) Such other special rules may be adopted and included <br />in this subdivision as the Council from time to time deems <br />necessary. <br />Subdivision 3. General Rules. In all other matterb of <br />parliamentary procedure, the Council shall he governed by the <br />latest printed edition of "Robert's Rules of Order". <br />Subdivision 4. Sus ep nsion of Rules. The operation and <br />etlect of any rule estaolished or followed pursuant to this <br />section may he suspended upon the unanimous vote of the Council. <br />2.Ob. ATTENDANCE AT COUNCIL MF,ETINGS. The dttendance al <br />council meetings of each met'er of the Council is deemed to `e <br />one of the most important duties imposed by law ufor. him. His <br />presence to participate in the hearimgs, deliberations and <br />decisions of the Council is essential to the proper discharge of <br />his official duties. Recognizing that it is not always possible <br />for each member of the Council to be present at 211 r,sretings, and <br />that by reason of business demands, state of health, personal <br />problems, vacations and other matters occasional absences are <br />excusable, the Council may compel the attendance of members and <br />punish non-attendance by resolution adopted by a majority. A <br />vacancy in the Council, whether it be in the office of Mayor or <br />Councilmember, shall be deemed to exist by reason of the failure <br />of any member of the Council without good cause to attend Council <br />meetings for a period of three consecutive months. <br />2.09. COMPENSATION OF MAYOR AND COUNCIL. <br />Subdivision 1. Mayor's Compensation. penation. The salary of the <br />Mayor is fixed at 687,49676R S3,000_00 per year. <br />
