26.11 <br />26.17. TIME. LIMIT ON IMPROVEMENTS. When the Council <br />det.•rmines to make any near -improvement, it shall lest the <br />contract for all ur part of the work, or order all or part of the <br />work done by day labor or otherwise as may be authorized by law, <br />no later than one year after the public hearing in the <br />improvement. 26.18 <br />26.18. SENIOR CITIZENS HARDSHIP SPECIAL ASSESSMENT <br />DEFERRAL. After raking a special assessmantt, the�Counnt c'lAmy <br />may, at <br />its discretion, ❑eiwi Luv V-Y— - •• ' <br />homestead property owned by a person 65 years of age or older for <br />whom it would be a hardship to make the payments. The Council <br />stall adopt a resolution establishing standards and guidelines <br />for determining the existence of a hardship relative to any <br />special assessment adopted under this Chapter. Such standards <br />and guidelines shall he made in a non-discriminatory manner and <br />shall not give the applicant an unreasonahle preference or <br />advantage over other applicants. <br />26.19. PROCEDURE To OBTAIN DEFERRED ASSESSMENT. The <br />eligible homeowner shall make application for deferred payment of <br />special assessments on forms prescribed by the Ramsey County <br />Auditor. Where the deferred assessment is granted, the Auditor <br />shall record a notice thereof with the County Recorder which <br />shall set forth the amount of the assessment. The council may <br />determine by resolution the amount of interest, if any, on the <br />deferred assessment end this rate shall be recorded by the <br />Auditor along with and in the same manner as the amount of the <br />assessment. <br />26.20 TERMINATION OF RIGHT TO DEFERRED PAYMENT. Tne <br />option to defer the payment o specie: assessments shall <br />terminate and ali amoucta accumulated plus applicable int_rest, <br />s.iall become due up.;n the occutrence of any of the fol:owinq <br />events; <br />(1) the death of the owner, providud that the spouse is <br />otherwise not eligihle for the benefits tereu.ider; <br />(2) the sale, transfer or subdivision of the property or <br />any part thereof; <br />(3) if the property should for any reason lose its <br />homestead status; or <br />(4) if for any reason the Council shall determine that <br />there would be no hardship to require immediate or <br />partial payment. <br />
