Als--, despite �)to best -tforts through <br />Gordy Voss to have the Minnesota Department of Energy and <br />F,conomic Development's IDFEW decision to not fund current <br />energy proyr.un's . Rerond year, they have riete;mined that <br />their decision will stand. Thus, the City is in a position <br />of not having our main source of funding and not being able <br />to maintain a full time position for the energy program in <br />1986. <br />In considering the options available to us, I recognized the <br />following considerations: <br />1. Rita would not. he able to financially attord a <br />less than full time position. <br />2. The City is not in a position to fund a continuing <br />energy program without sui,sta:itial suR,idies. <br />3. With the idvent of the Ramsey/Washington County <br />Waste -to -Enemy Program and the requirements of <br />the 1980 Waste Management Act, the City will need <br />to become involved in recycling programs in 1986. <br />4. A minimal level of funding will be availab.e <br />through the Metropolitan Council to subsidize <br />the cost of a recycling program. <br />With these tactors in mind, T had Rita identify the funding <br />that will he available in 1986 to wrap up the cner;y prngram <br />and start up a local program to comply with the requirements <br />of the County's Solid Waste Management Program. Her <br />i.ivestigation has resulted in a determination that there <br />will he apprcximatele $16,800 available in 1986 made up of <br />the foliowirnl sources: <br />city of Mounds View S 5,000 <br />MN DFED S 7, 300 <br />Recycling Rebates S 4,500 <br />S1 <br />
