Newport where the wastes will go through shredding and air <br />classifying to separate the combustibles from the <br />noncombustibles. The RDF will be brought to power plants in • <br />Redwing and Mankato and used to generate electricity. Iron and <br />aluminum will be separated and recycled. Not all of the waste <br />can be processed, leaving perhaps 20 to 30 percent which will <br />still have to be landfilled. This amount could be further <br />reduced by co -composting and/or glass recovery. <br />Fesys1109 <br />A curbside recycling program is a necessity for most of the <br />cities in Ramsey County. without it, the recycling goals <br />established by Metropolitan Council could not be attained. <br />Although curbside recycling suffered a serious setback earlier <br />this year, the County is committed to getting a program back in <br />operation. This commitment is reflected by the purchase and <br />development earlier this year of the recycling facility at 775 <br />Rice Street. This building and glass processing equipment was <br />purchased with a orant and loan from the Minnesota waste <br />Management Board, with additional monies from the County and the <br />City of St. Paul. The facility can recycle between 40-60,000 <br />tons per year. The facility can handle most of the recyclable <br />processing for the county. <br />C. LQTRQA4D9 <br />Twelve leaf compost sites will remain as an important part of • <br />waste abatement. Maximizing the use of existing sites will allow <br />3,000 to 4,000 tons per year to be composted. In 1984, about <br />2,000 tons Ji leaves and grass clippings weLV criG.pc5ted by <br />various city and county programs. <br />MABTEF FLO FS10"I 6M FF OU QEAWFUNT <br />The Master Plan will be based on a number of things, including <br />requirements specified in the state waste Management l.ct, current <br />plans, Metropolitan Council goals, the Ramsey County Solid :.ante <br />Management Advisory Council (PCSWMAC) tecommendations, and <br />comments from public review of this Overview and of the draft <br />Ramsey County Master Plan to be completed in December 1985. <br />Metropolitan Council Policies That Effect Citics and Counties. <br />1. Only processed wastes can be ldndfilled after 1990. <br />By 1990, 19% of the solid waste produced in Ramsey County <br />must be recycled. (Exact tonnages needing to be reGyple by <br />each city have not been established by county staff $A this <br />tLe). <br />3. Counties retain primary responsibility for ensuring goal <br />attainment such as the 191 that is to be recycled. <br />
