5.2) Each year prior to June 30, the administrative <br />representatives of each City shall meet with the Fire <br />D!�2artment to review capital expenditure needs and to <br />develop a recommendation to be included within the Fire <br />Department's annual budget. These needs would be defined to <br />include any expenditures of $5,000.00 or greater. <br />5.3) The Clerk -Administrator of the City, or his repre- <br />sentative, shall serve on a budget advisory committee <br />(:onsistiny of like representatives from Blaine and Spring <br />Lake Park. The budget advisory committee shall assist the <br />Fire Department during the month of July of each year in the <br />preparation of the annual budget for the succeeding year. <br />On or before August 15 of each year the Fire Department <br />shall submit to the City a copy of the annual budget for <br />the succeeding year, <br />5.4) The following items of the Fire Department's <br />budget shall be subject to the annual budget hearing process <br />conducted by the Cities of Blaine, Mounds View and Spring <br />Lake Park. <br />(a) capital outlay - any proposal to construct a new <br />station or to purchase new fire apparatus. <br />(b) operating expenses will be subject to an annual <br />review to determine the justification for increases <br />and their adequacy for meeting the objectives of <br />Eire service within the contracting City. <br />(c) any proposal to hire additional part-time or <br />full-time employees. <br />(d) annual costs (estimated revenues and expenditures) <br />of the special fund of the Spring Lake Park <br />Firemen's Relief Association. <br />- 5 - <br />
