Transportation ,
CAPITAL. IMPROVEMENT PROGRAM
Appendix C(Q•ii April - 1985
INTRODUCTION
Ramsey County Department of Public
Works has responsibility for the
provision of a transportation network
of county roads in the portion of the
County outside the City of Saint Paul.
Suburban Ramsey County consists of
74,147 acres of land with a 1980
population of 189,433.
There are two types of roads under the
jurisdiction of the County: county
state aid highways, numbered one
through 79, whose construction and
maintenance is funded primarily from
the Minnesota Highway User Tax
Distribution Fund; and county roads,
numbered 80 through 163, which are
funded from property taxes. All of
these roads and the bridges on them
require monitoring and maintenance by
the Public Works Department of
Ramsey County. The improvements
scheduled to be performed to these
roads and bridges are contained in this
Capital Improvement Program for 1985
to 1990.
The Public Works Department also has
responsibility for 23 lakes within the
County. Major improvement projects
proposed for these lakes are also
included in this Capital Improvement
Program.
The Capital Improvement Program is
developed by assessing the condition of
the existing system and its adequacy
to meet needs. Deficiencies are
analyzed and alternative actions to
correct them are considered. Priorities
are established with community
involvement. The need for a project
is considered along with technical staff
capabilities and funding availability.
The listing of the projects to be
implemented by the Public Works
Department is contained in the Capital
Improvement Program.
There are eight categories of projects
included in the Capital Improvement
Program: capital improvement projects
currently under contract (95% or more
complete), capital improvement
projects currently under contract (less
than 95% complete), construction
projects for 1985, maintenance projects
for 1985, capital improvement projects
for 1986-1987, capital improvement
projects for 1988-1890, capital
improvement projects which are not
programmed, and a deficient bridge
program.
The Capital improvement Program is
revised annually to reflect changes due
to budget limitations, additional
funding sources, federal requirements
and other factors.
