Mh:Mo To: MAYIIR AND 1'1TY 11111NC i
FROM: CI.ERK-AUMINIhTRAT
DA'rt:: NUVEMME.N 11, 19115
SUBJECT: OUTDOOR WARNING SIREN RID SPECIFICATIONS
As you may recall, the 1966 budget for the City of MOUnds
view provided for the purchase of a new outdoor warning
siren and the relocation of the City's two existing warning
sirens.
Staff has reviewed the City's plans for location of sirens
which have been approved by the State and Federal
Governments and selected specific sites for these sirens
based on those plans, Basically, Staff proposes through
these bid specifications, to purchase one 124 to 126 decibel
warning siren Lko located next to well 43 with all control
panels being placed inside Well /3 building. Siren Il
currently located on the north side of County Road I at
Adams Street would be relocated to Water Tower /2 in the
Mounds View industrial Park with the siren and the control
panels located within the Tower's fenced in area. Siren IZ
currently located on the shore of Spring Lake at County Road
1 and Spring Lake Road would be relocated tc a spot
approximately luli Ceet nnrth of the lift station in
Groveland Park at the corner of Ardan Avenue •';'d Grevelan
Road. This Location was chosen as it is the only location
in the northwest quadrant of the city where above ground
three-phase wire it available for such purposes, As you
will note trim the attached map, these locations Provide
excellent coverage of the city and allow for the placement
of thes-- sirens on municipal property thus avoiding conflict
with any residential property owners should we have been
firced to place it in street right-ot-way immediately
adjacent to residential property. Staff would request
Council approval of these specifications and authorization
to advertise for bids with a bid opening date of January 9,
1985. This would allow ample time for these sirens .o be
installed or relocated prior to the 1986 tornado season.
Should it be determined as a result of the State's current
finan.ial crisis that it is necessary to delay the purchase
Of these sirens to a tuture date, thi, bits ,)uld be rejected
or the order cancelled prior to actual installation.
RECOMMFNDATION; Staff would request Council authorization
toto advertise For bids for the purchase and installatio of
one 124 to 126 decibel warning siren and the removal and
relocation of the City's existing two 110 decibel warning
sirens,
DFP/mjs
Attachment:
