F. Development Program <br />The municipal development district is :>rr.io created for the purpose of <br />suisting fu,ure developers with certin public costs associated with <br />commercisi/office development. 74e City of Mounds View is authorized to <br />use eminent do.nain, issue bonds and to acquire, construct, reconstruct, <br />improve, alter, extend, operate, rnaintam and promote development <br />programs in each municipal development district created. <br />In this municipal development district, the City may participate in the cost <br />of land acquisition, street upgrading, relocation, utilities, storm and sanitary <br />sewers. <br />Tax increments may be utilized to the extent they arc available to assist in <br />the financing of land acquisition and other approved public costs, including <br />those listed above. <br />1. Statement of Objectives <br />71te City Council of the City of Mounds View, Minnesota, determines <br />that it is necessary, desirable and in the public interest to designate, <br />establish, develop, and administer a development district in the City <br />of Mounds View pursuant to the provisions of Minnesota Statutes, <br />Chapter 472.A. The City of Mounds View determines tiat even— t�ua iy <br />the funding of the necessary public activities and Improvements in <br />the development district shall be accomplished through tax increment <br />financing in accordance with Minnesota Statutes, Sections 273.71-78. <br />The City of 11ounds View and thn e 9ou— i�City Council seek to <br />achieve the following objectives through this development plan: <br />U. Eliminate or correct physical deterrent: to the development of <br />land. <br />b. Improve the financial base of the City and State. <br />C. Provide employment opportuni ties through the creation of new <br />jo <br />d. 'rovide adequite streets, sidewalks, and oche^ public <br />improvements to enhance the area for new development. <br />C. Achieve a high Icvel of design and landscaping quality to <br />enhance the physical environment. <br />f. Eliminate blighting influences which impede potential <br />deveiopment. <br />g. Coordinate elements of the City's Comprehensive Plan with <br />these project objectives. <br />h. Provide maximum opportunity, consistent with the needs of <br />the City, for development by private enterprise. <br />7 <br />
