Anderson, i0 re}}}��-���111LLL!!i <br />Parks, Recreation and fs r <br />DATE: December 4, 1985 <br />RE: Park Bond Referendum <br />To facilitate the task torce's discussion regarding the potential <br />of a park referendum during the spring of 1986. Staff has made a <br />number of contacts during the past two weeks and have prepared <br />the following support data for your review. •;d.viduals that I <br />have met with include Mr. Ron Langness from Springsted and Assoc- <br />iates who has prepared three schedules for park referendums <br />including a $750,000, $1.25 million, and $1.5 million G.O. bonds <br />series 1986. In addition, i have met with Mr. Robert Klein, <br />renr-centative from Cedar r,}reat Products, to discuss the feasi- <br />bility of constructing an enclosed, natural ice rink/community <br />center and numerous park and recreation directors who are cur- <br />rently operating a natural ice arena under cover. <br />In addition, I have prepared the following staff report outlining <br />some potential funding areas should a referendum be considered. <br />Please note that the following staff report is broken down into <br />three areas; the first being construction of a natural ice arena/ <br />community center; phase II being general park improvements; and <br />phase III being a one mill permanent levy for park maintenance. <br />COMMUNITY f_ENTF.R/NATURAL ICE ARENA <br />As staff indicated, I have been meeting with a number of repce- <br />sertatives in the park and recreation profession as well as <br />representatives from Lake Region Hockey and manufacturing repre- <br />sentatives to determine the feasibility of ccnstructing a multi- <br />purpose vear round rnmmiiri•v o,• ,,,,,y, n potential plan <br />for the community center building has been enclosed which propos- <br />es a 33,J00 square foot shelter buiiding which would house a <br />natural ice arena, public restiooms, oeneral seating, pro shop, <br />kitchen facilities ana concession area. The facility would be <br />located at the southern end of the parking lot at Silver View <br />Park running in a east/west direction. <br />Staff met with Mr. Robert Klein, a representative from Cedar For- <br />est Products (see enclosed materials) on Monday afternnnn Pm <br />review the feasibility of constructing such a facility and we <br />went through some initial needs analysis and from tha, he will <br />prepare working drawings within the next w3ek to ten days. At <br />this time, the proposed structure would consist of 5 inch western <br />red cedar timbers which would be five part bonded lamenants pro- <br />viding full protection against moisture, leaks and would also <br />have superior insulating qualitities. <br />
