This law narallIled the Metropolitan Cnuncil's <br />broad policies for ..,00rdinating regional development <br />7 <br />YAt�hliehe•i iw GLn ivmuu, iu i)•,our. :uuncli <br />was designated as the Agency responsible for solid waste <br />management planniml. <br />State Authority <br />The 1980 waste Man•lement Act further defined the r.lc of <br />the Metropolitan Council. It required preparation ,f a long <br />range plan for solid waste management focusing on r.•duction <br />of waste, recovery of energy and materials and minimizing <br />landfill use. The Plan also required setting regional waste <br />management policy and preparing schedules for development of <br />waste facilitiog arnt activities through the year 2000. <br />In 1984, the Metropolitan Landfill Abatement Act imposed a <br />landfill disposai �urcharge. A portion of this sur.rharge <br />funds proierts to reduce, recover or process waste% that <br />would otherwise be landfiiled. <br />Metr.Llit,,n C-111'il_Diruetives public <br />The Council as�nmer risj5&4 biTity for escablishin•; <br />education, participation and market development programs. <br />The Council is als, mandated to ,kwolop and implenwat •+ <br />tonnage payment pr,wlram for municipalities, with S4/ton paid <br />to cities for collected and subsequently recycled <br />residential materials. <br />The Minnesota Legislature also requires the Metropolitan <br />Council to provide raimhursement to municinalitios for <br />landfill abatement and ro%•,urce recovery expenses fr,xn the <br />Landfill Abatement Fund.
