Obviously, the C.,unty Board has chosen to ignur„ <br />the. unresolved concerns and to place themselves in an <br />adversarial relationship with respect to the consolidation <br />question rather than attempting to determine if a mutually <br />agreeable conclusion could he reached. In respons,• to that <br />study and various orher pressures the County Board directed <br />their staff to undertake studies to determine the Court <br />System's base needs as a part of a suburnan multi service <br />center. You will n-te th.,t Commissioner Hunt make•: no <br />reference to this study nor does she indicate what it), - <br />intent of the County Board is with respect to placing a <br />consolidated Municipal Court System within a suburhan <br />service center. <br />It would be my recommendation that the city Council take the <br />position of opposini the submission of any legislation <br />addressing the issue of court consolidation now or in the <br />future until such time as conclusions are reached r••solvinq <br />the following issue,;: <br />1. The location of violation bureaus within the <br />offices of the individual suburban municipalities <br />and the distribution formula used for dispersinq <br />revenues fr,,m traffic violations. <br />2. The impacts that a consolidation of the Munw ipal <br />Court. System would have on operating costs of the <br />County and municipal governments such as personnel, <br />facility rental and police and prosecution sts. <br />1. Consideratiin for the investment by the <br />municipalities in the facilities used by th,- <br />existing sy•item. <br />4. Consideration for a suburban service center <br />providing a variety of County services cutrently <br />available to suburban residents through the <br />Municipal Court system and unava.lahte to suburban <br />residents due to tt.eir location in downtown gaint <br />Paul. <br />
