In a recent meeting attended by Mr. Tautges, rity <br />Attorney Richard M.-yers, Finance Director Brager, and myself <br />a detailed discus!, i,,n of these quide.l ines wa•: un-lotI ik.•n to <br />determine the exact requirements of the guidelines as they <br />relate to the Cite of Mounds View. <br />Upon completion of that meeting, I requested that t'rty <br />Attorney Meyers pr:,vide his legal opinion on this matter to <br />the City's auditor and the City Staff and rouncilm.Imbers by <br />means of a letter to the auditor. Attached is a copy of <br />City Attorney MoVefs' letter providing his legal opinion <br />with respect to this matter. Upon review of City Attorney <br />Meyers' opirion it would appear that in order to avoid any <br />possible qualifications being placed on the City's audit, <br />the City Council, rlerk-Admintetrator, Treasurer and <br />Departnent Meads Ix: requ-ited to complot•� a letter of <br />representation as suggested by the City's auditor with <br />revisions to reflect the City's charter r quirements <br />regarding Interest in Contracts and any ordinance provisions <br />also addressing this issue. <br />Staff is presenting this matter to you as information to <br />ensure that you are fully aware of these quidelines and the <br />intent of the letter of representation prior to its <br />implementation by the City's Finance Director.
