RF'S1,IJ17'ION NO. 1974 CITY OF MOUNDS VIEW COUNTY OF RAMSEY S'I'AI'E OF MINNESOTA RESOLUTION OPPOSING THE CONSOLIDATION OF THE RAMSEY COUNTY MUNICIFAI, COURT SYSTEM WIThOUT FURTHRR S'19IDY AND ANALYSIS WHEREAS, the Legislative Committee of the Ramsey County Board of Commissioners has recommended that tho County Board seek legislation amending Minnesota Statutes Section 488A.18, Subdivision 10 in a manner which would Allow for the consolidation of the existing five suburban Municipal Courts into a single location outside of the City of Saint Paul; and WHEREAS, tho Legislative Committee offered no recommendations wlfh respect to the location of a Municipal Court in the Ramsey County suburb; which would be aa.essible to all residents n-jr did they suggest an analysis of this issue be made prior to the introduction of the proposed legislation; and WHEREAS, th.• County Board on several occassrons since the establishment ,4 the Ramsey County Municipal Court System in 1975 has suggested the need for the consolidation of the Municipal C,,urt system; and WHEREAS, strong opposition has been voiced by the suburban municipalities for a variety of reasons Each time Ws proposal is d,scussed; and WHEREAS, many of the concerns voiced by the Puburban municipalities have yet to be addressed by Ramsev County in their evaluations of the feasibility of the consolidation of a Municipal Court System; and ''WHEP.EAS, the Mounds View City Council feels that these issues must be addressed before any meaningful discussions can occur between the suburban municipalities and Ramsey County concerning this issue. NOW, THEREFORE, OF, IT RESOLVED that the City Council of the City of Mounds View opposes any proposals on the part of the Ramsey County Board of Commissioners to consolidate the Ramsey County municipal Court System until such time as the following issues are addressed, meaningful discussions have occurred and mutual conclusion reached.
