MEMO Tot Clerk-Adrinisttttor and City Council
Director ,f Puhlic Works/Community Devel,pmvnt
FROM: Public W, rks t'-reman/HuiWing Inspector
DATE: February 1, PP 16
suBJECT: THACFOR itWKHnt 'LOADER PURCHASE
For your review, tl ori,i-nal Aids will he in a file in the
library over th,i w ken,! :hould vnu wish to look at them
individually.
The City received bid-; for the tractor back hoe/loader. We
are pleased to ann., mce that the base price for the bids all
fell within the hitotetra! .Amount of $70,000 for the purchase
of the piece of eo,,ipment. Attached is a copy of a summary
of the bids listimi the mike and model, spec requir--ments,
base price, option and price with options.
After reviewing ami calling references for the bids, staff
I
recommend that the low bidder ,)f either JCB Models
1550 B or 1700 H w, ild be our choice of purchase. Due to
the price differem es on some of the makes and models bid,
we called only tho• - references of the Ford Tractor and
JCB. All JCB refeivnces spoke highly of the JCB machinery
with the exreption of the fact that during the late 1970's
or early 1980's JCh was having difficulties with certain
aspects of their tractor. Based on references to date,
those problems 30e1- to h.,ve been resolved and no longer
exist. The Ford r terenr.ts called basically had no problem
with their machinery. Staff would like to note that most of
tilt dealers that tl.-! In. %competition stated that the City
should not purchase .JCB and that either the Fnrd or Case
would he a better porches,-. They also stated that JCB was
not stable in the market. They further stated that they
would supply us wish references that would state that JCB
was a prohlem pier, of a,phipment. To date, none of the
dealers have some birth with the so called "bad
references". In c,llinq references, we did not find
anything that would indicate that JCB is a less than
desirable piece of ••quilunent to purchase. It is quite
obvious that .JCB, t,einq that they ana manufactured in
England and dssemblod in this country, is lust trying to
make a foot -hold in the competition against John Deere,
Ford, Case and Max;oy-Ferguson in this case.
The maintenance mop all had an opportunity to use the JCS at
great length be.au;,' we had a demo for over a month. The
majority of the men indt-•ated that the JCB would be their
first choice. Als-, if you wete to look at. a JCB pike of
I
as oppos-d to the others, especially the Ford, the
JCB looks to be built stronger (t.e., size of hydraulics and
crucial pivic point-t).
