STREET PRUJF.CT 1986 <br />We propose to reconstruct County Road H-2 from Highway 10 to <br />Quincy Street utilizing M.S.A. funds. One of the requirements of <br />the M.S.A. program is that non -surmountable concrete curb and <br />gutter be installed on each side of the street. Statf <br />has discussed the issue with Mr. Waste and we believe Mr. Waste <br />should discuss the issue with you. <br />The main problem is that residents living east of 9 6 R Liquor <br />Store that enter the parking lot by way of west bound County Road <br />H-2 must exit the parking lot and drive north on St. Stephens <br />Street to go home. Thus, they are inconvenienced by driving <br />around the t,.lnck. All other traffic flow is the same. <br />Mr. Waste may say that there is no place for delivery trucks to <br />park and that there is no place for the snow. I submit to you <br />that the delivery trucks can park in the same place they park now <br />and that the snow can be placed in the same spot that it is <br />placed now. <br />The main reason we are proposing the improvements to the <br />intersection of Highway 10 and County Road H-2 is for improved <br />safety. If the proposed non -surmountable curb and gutter cannot <br />be installed, M.S.A. will not allow u. to reconstruct County Road <br />H-2 from Highway 10 to Quincy Street. <br />The street reconstruction will increase the property value of <br />nd <br />includingrBob rWaste's ty on hproperty e north asouth uof County nRoaduHcny d 2 and east <br />of 1,00se Ends. <br />one minor point to make is that the City's general fund is <br />planning to receive approximately $15,000 in revenue from the <br />rost of the project. <br />The issue may come down to the following question. Should a <br />street improvement that is proposed for safety reasons not be <br />-cnstructed because one property owner may have a demunition in <br />revenues?
