MEMO 701 Mende Parks andRecreation Commission <br />FROM: <br />DATE: F, 1986 <br />RE: Red Oak School Site <br />Enclosed is a copy of an article in the February 20, 1966 New <br />Brighton Bulletin relating to recent School Board action on the <br />Red Oak school site. As can be noted, the School Board turned <br />down an offer for $202,000 to purchase the site based on a couple <br />of reasons; one of them beinq the feasibility of havinq the pro- <br />perty reverting back to the City for park purposes. <br />' have been in contact with School District representatives on <br />this issue for the past two weeks, and rhuy would like the City <br />to take a formal position regarding the Red Oak school site out- <br />lining the proposed development, the City's interest in purchas- <br />ing the site, existing usage and ability to maintain the site. <br />As staff has indicated, a formal position will be adopted by the <br />City Council within the next month and I would like to solicit <br />the Park Commission's input regarding this property. 'fie Red Oak <br />school site currently has two youth baseball fields which we <br />schedule for practices on a four month basis; May, June, July and <br />August. The site is 9 acres in size and has a nice grove of red <br />oak trees in the northeast quadrant. <br />As you are aware, staff has submitted a grant to develop the site <br />as a City soccer complex, through the State LAWCON program which <br />was not funded for 1986. Although we currently schedule the two <br />fields for youth baseball, we have adequate baseball fields with- <br />out using the Red Oak site. Staff is of the opinion that the <br />highest and best use of the property from the City's perspective <br />would be to develop the site as a soccer complex as we currently <br />have jusL one soccer field at Silver View Park which is not regu- <br />lation size. <br />The cost to develop the site as a soccer complex would be as <br />follows: <br />1. In-house engineering/design ....................515,000 <br />2. Forty car bituminous parkinq lot with concrete <br />curb and gutter................................$25,000 <br />3. Establishment of one regulation soccer field <br />and practice area including irrigation .........$35,000 <br />1. Site amenities including benches, bleachers and <br />soccer standards...............................5 5,000 <br />TOTAL COST ............................ $801000 <br />/d <br />
