Mounds View City Council I February 2/, 198a <br />-------------- <br />Regular Meeting �1 y ru ` ' 1� ` ` Page Four <br />-------------------------------'--3---------------------- <br />Councilmember Haakc stated it was not the Planning • <br />Commission's intent to have a cluster of duplexes in <br />that area. She added she has observed problems there <br />with water and parking and so forth, and added that <br />she does not feel an economic hardship is sufficient. <br />Councilmember Blanchard stated she was also concerned <br />with the water problem. <br />Councilm,!mber (luick questioned why ZL'IU lot IlnCs wclr <br />not used with the original two duplexes. <br />Mr. Kremer responded that the City did not have zero <br />lot lines at that time, but they were built to meet <br />those requirements, with individual services and so <br />forth. <br />Councilmember Quick asked if the proposed changes would <br />enhance the drainage on the lots. <br />Director Thatcher replied it would as it would provide <br />a larger detention pond. <br />Councilmember Hankner stated she was concerned with the <br />parking issue and felt the Council should look into it <br />further. <br />Mr. Wolfe presented a letter from one of the property <br />owners, who could not be present. Clerk/Administrator <br />Pauley read the letter, from Terry Martinson, 7653 <br />Croveland Road, who stated he was against the development. <br />Mrs. Neagbour, 7660 Croveland Road, stated there is a <br />problem already with cars parking along the road, and <br />her family had built in Mounds View 19 years ago because <br />:hey liked the large lots and openess, and they do not <br />want to see it go any smaller. <br />Mayor Linke stated he was not concerned with the pro- <br />posed drainage plan but he did have a problem with <br />using economics as justification for allowing this. <br />He also pointed out that parking is a problem. <br />Councilmember Hankner suggested continuing the discussion <br />to the next agenda session, where they could look at <br />some solutions to the problems that have been brought up. <br />M{. Zuidema stated he feels putting in a duplex there <br />encroaches on the R-1 area. <br />Mr. Wolfe stated he feels the Council was more than <br />fair in allowing the Kremer's to put up the first two <br />duplexes. He added there has been a controversy all <br />along and he does not feel any more concessions should <br />be given. <br />
