INTRODUCTION <br />Ramsey County Department of Public <br />Works has responsibility for the <br />provision cf a transportation network <br />Of county roods in the portion of the <br />County Outside the City of Saint Paul. <br />Suburban Ramsey County consists of <br />74,147 acres of land with a 1990 <br />Population of 199,433. <br />There ore two types cf roods under the <br />jurisdiction of the County: county <br />state aid highways, numbered one <br />through 79, whose construction and <br />mointenance is funded primarily from <br />the Minnesota Highway User Tax <br />Distribution Fiend, and county roods, <br />numbered 80 through 163, which are <br />funded from property taxes. All of <br />these roods and the bridges on them <br />require monitoring and maintenance by <br />the Public Works Deportment of <br />Ramsey County. The improvements <br />scheduled to be Performed to these <br />roods and bridges ore contained ire this <br />Capital Improvement Program for 1986 <br />to 1991. <br />The Public Works Department has <br />responsibility for 23 lakes within the <br />County, Major improvement projects <br />Proposed for these lakes are also <br />included in this Capital Improvement <br />Program. <br />The Capital Improvement Program is <br />developed by assessing the condition of <br />the existing system and its adequacy <br />to meet needs. Deficiencies are <br />analyzed and alternative actions to <br />ccrrect them are considered. Priorities <br />ore established with community <br />involvement. The need for a project <br />is Lonsidered along with technical staff <br />capabilities and funding availability. <br />The listing of the projects to be <br />implemented by the Public Works <br />Department is contained in the Capital <br />Improvement Program. <br />There are nine categories of projects <br />included in the Capitol Improvement <br />Program: capital improvement projects <br />currently under contract (95% or more <br />complete), capital improvemen• <br />Projects currently under contract (less <br />than 95% uomplete), construction <br />projects for 1986, maintenance projects <br />for 1986, contract overlay Projects for <br />1986, capital improvement projects for <br />1987,1988, capital improvement <br />projects for 1989-1891, capital <br />improvement projects which are not <br />Programmed, and a bridge program. <br />the Capitol Improvement Program is <br />revised annually to reflect chonges due <br />to budget limitations, additional <br />funding SaurCes, federal requirements <br />and other factors. <br />
