MEMO TO: Clerk -Administrator and City Council <br />FROM: Director of Public Works/Community Development <br />DATE: March 12, 1986 <br />SUBJECT: WATER TREATMENT PLANT NO. 1 CONfROLS <br />The City opened the followinq bids at 10:00 a.m, today for the <br />subject project: <br />Deductive Base Sid <br />Base Bid Alternate Minus Alt. 41 <br />1. Pierson -Wilcox $6i,849.00 $5,I95.0U S56,654.0U <br />Electric Co., Inc. <br />2. Kehne Electric Co. $65,474.00 $4,918.00 $6U,556.00 <br />3. Gopher Electric $72,794.00 $5,476.00 $67,318.UU <br />Jim Rudku of Toltz, Kinq, Duvall a Anderson (T.K.D.A.) states <br />that Pierson -Wilcox Electric Co.'s work has been satisfactory and <br />that they are a reputable contractor. <br />Pierson -Wilcox Electric Co. offered an additional deduct of <br />$4,400.00 if the square D brand reduced voltage starter is equal <br />to the Allan-Rradley reduced voliane starter. T.K.D.A. indicated <br />that this equipment is equal and the deduct can be accepted by <br />the City of Mounds View. <br />Deductive Alternate 41 is to not replace the water level <br />transmission and rereivinq equipment for Water Tower No. 2. The <br />low bidder's deduct is $5,195.00 for this alternate. Staff <br />repaired this equipment in 1985. This equipment works <br />satisfactorily at the present time. If the repaired <br />equipment fails to the near furure, we can replace it at that <br />time. <br />The need for the control system improvements has been documents1 <br />by a T.K.D.A. report. The control system for Water Treatment <br />Plant No. 1 needs replacement becaoee the existing control system <br />is not functioninq properly. Staff has tried to repair the <br />control system, but it continues to fail. <br />The 1986 Water Capital Improvement and Maintenance budget has <br />sufficient funds to pay for this improvement. <br />RECOMMENDATION: I recommend awardinq the contract to <br />Pierson -Wilcox Electric Co. I also recommend. Deductive Alternate <br />No. l in the amount of $5,195.00 and awarding the additional <br />deduct of $4.400.00. Therefore, 1 recommend awardinq this work <br />to Pierson -Wilcox Electric Co in the amount of $52,254.00 <br />($61,849.OU minus $5,195.00 minus $4,4UO.UU). <br />SWT/bac <br />
