BACKGROUND, PROBLEM STATEMENT AND PURPOSE <br />Background <br />This report is written per the City Council's request <br />for a Storm Water and Wetland Manaqement Plan. The <br />report discusses a maintenance/improvement plan for <br />storm sewers and ditches and a preservation/maintenance <br />plan for wetlands. An improvement plan for wetlands is ' <br />not addressed because a need for wetland improvement has <br />not been documented or Justified. <br />a) Storm Sewer and Ditch Maintenance <br />The City has maintained and cleaned storm sewers for <br />many years. Clean storm sewers insure that the <br />maximum amount of storm water is carried away from <br />developed areas. Storm sewer rapacity is reduced <br />when ditches are filled with sediment and/or not <br />(Irsigned properly. Many of the City'% ditches have <br />reduced flow because of sedimentation. This plan <br />will review the City's existing storm sewer <br />maintenance program and propose impr,,vements. This <br />plan does not discuss the maintenance needs of <br />Ramsey County road ditches or Minnesota Department <br />of Transportation hiqhwav ditches. <br />b) Storm Sewer <br />Improvement <br />Two storm water <br />improvement <br />plans have been prepared <br />for the City <br />of Mounds View. <br />The first plan was <br />completed by <br />Short-Ellint-Hendrickson <br />6 Associates, <br />Inc. (SEHI in <br />Auqust, 1976. <br />The second plan was <br />1981. The <br />completed by <br />.1ohn C. Johnson <br />in July, <br />for approximately $1.5 <br />Johnson Plan <br />indicates that <br />- 2 - <br />
