Tp: A:1 Task Force Members <br />We feel that the Exxon overcharge money is a golden opportunity <br />for Minnesota to make a substantial long-term improvement in its <br />energy consumption. By investing In a whole range of conservation <br />programs, Mirnesota can maximize the potential gain from this <br />money end improve the welfare cf all its citizens. By distri- <br />buting the money equitably throughout the State, we can also <br />also <br />ensure that the persons in3ured by Exxon's overcharge will <br />he benefited. we feel that as many Minnesotans as possible <br />receiving some benefit from this fund should be considered a <br />"first principle". <br />There has always been political and economic support for energy <br />programs directed toward the low income segment of our population. <br />However, there has been very little, if any, political and <br />economic support for energy conservation programs wnich remedy <br />energy wasted throughout our society. rhis opportunity may In <br />fart be the last, best chan.:e to implement creative energy <br />imp:ovements before the next crisis, and by so doing, we will <br />help forestall the next energy crisis. <br />As you all know, Minnesota imports nearly all of its energy from <br />outside Its borders. Therefore, money that is not spent on energy <br />will stay in Minnesota and will directly benefit all people of <br />this state. A crisis often causes vur society to take remedial <br />action. It wasn't until after the 1978 oil embargo that states <br />started conservation programs. Today we don't need to wait for <br />the next crisis to develop before we take action. We don't need <br />to wait for oil to climb back to $34 per barrel before we improve <br />our energy consumption. 4!^ ^.^uld now support programs which will <br />help all people in Minnesof- <br />
