CLERV-ADMINISTRATOR/MAYOR AND COUNCIL <br />r na TT 7, 19R6 <br />PAGE TWO <br />A performance bond of 100% of the 12-month base bid contract <br />amount shall be posted by the contractor to assure that suffi- <br />cient money is available to carry out the terms of this contract <br />if the contractor fails to fulfill the provisions of the contract. <br />(Section 10.1) <br />The contractor shall assist the City in promoting the recycling <br />program in Mounds View (Section 5.2) and shall provide a written <br />report to the City summarizing the quantity of materials recycled. <br />iSection ii <br />CURRENT TRENDS <br />10 <br />Despite the lower cost, few cities in the metro region, currently <br />contract with a single hauler to handle their solid waste col- <br />lection and disposal. This trend, however, seems to be changing <br />as more cities realize that a single contractor reduces road <br />wear, decreases street traffic, assures compliance by all residents, <br />and saves money and energy. <br />Many cities in the area successfully operate drop off centers -- <br />Champlin, Columbia Heights and Fridley, for examole. Most use <br />volunteers who receive part of the profits collected from the <br />recyclables. <br />The curbside recycling programs have not always been as success- <br />ful as anticipated. Despite the convenience and higher participa- <br />tion rate, the added costs of the curbside pick-up service are <br />gener&lly not cost effective. <br />RECOMMENDATIONS <br />Staff recohunends that the City council proceed with the necessary <br />steps to contract with a qualified hauler for th-_ collection and <br />disposal of garbage and rubbish in the City of Mounds View, with. <br />a Frovinion for the establishment, operation and maintenance of <br />a recycling drop aff center. <br />Staff also recommends that the Curbside Recycling Contract not <br />be pursued at this time. Tt would be more positive for our <br />recycling effort to expand from a drop off center to a curbside <br />recycling service than to offer the curbside service initially. <br />The drop off center should be given the chance to operate before <br />expansion efforts are considered. <br />0 <br />
